The McKinley Tariff Act of 1891 required that imported products be labeled with the country of origin, and in 1914 the words "made in" were required as well and in 1921 it was required that items be labeled with the country of origin in English.
The Madrid Agreement was signed in 1891 by nine countries: Belgium, France, Guatemala, Italy, The Netherlands, Portugal, Spain, Switzerland, Tunisia.
